The ACT Party's law and order policy calls on police to target youth crime.
Law and order spokesperson Stephen Whittington announced the policy on Tuesday.
He says youth and low-level offending typically leads to more serious crimes and police need to focus on it.
ACT would also review the procedures around which people are allowed to defend themselves or their property.
It also wants to provide access and incentives for rehabilitative courses for all convicted criminals.
ACT says the cost of providing these courses will be offset by savings made from reduced recidivism rates.
