G8 nations intend to give $US20 billion in aid to Tunisia and Egypt to help their transition to democracy.
At their annual summit in France on Friday, leaders of the group likened the revolution in North Africa and the Middle East, to the fall of the Berlin Wall.
European Commission president Jose Manuel Barroso said it's better to support democracy, rather than war against dictatorships.
A total $US40 billion in international offers of aid and loans was promised to the Arab world.
Foreign and finance ministers from the region are to meet before July to break down the programme in more detail.
