Auckland International Airport Ltd says business travellers were down 10.3% in December, compared to the same month in 2007.
Domestic passengers were also down by 5.2%, in line with a drop in capacity on domestic routes.
The company says arrivals from Australia increased 10.3%, but long haul arrivals from Britain and the United States declined.
