An Auckland resident living around a city-fringe mall says it would be outrageous for the council to allow it to expand without letting locals have a say.
The council's hearings committee has been considering whether a resource consent application from the owners of St Lukes mall can be non-notified.
The Scentre Group has proposed almost doubling the floor space to 7.7 hectares.
Elaine Gallagher-Dekker, who lives nearby, is worried about traffic and the impact on the character of her street, and is asking the council to hold the owners accountable.
Residents expect to hear on Tuesday whether the consent will be notified or not.
