Amnesty International says footage of Oranga Tamariki staff tackling and restraining a young teen at one of its care facilities appears to amount to excessive use of force.
It says similar problems occur in other places of detention in New Zealand.
The human rights organisation has joined calls for an overhaul of Oranga Tamariki.
