Emergency housing is been described as dangerous and terrifying for some, with families mixed in with gang members, and many places rife with crime and intimidation.
Official documents show ministers were warned about the risk to public safety in Rotorua a year ago, and that extended stays in motels are not so suitable for families, or those with high needs.
Housing Minister Megan Woods told Morning Report she has convened a meeting of officials to come up with solutions to problems with emergency housing.
Woods said she agrees the situation is unacceptable, and is trying to find answers.
