Grainne Moss to appear at Waitangi Tribunal inquiry

The head of Oranga Tamariki will concede that structural racism in the care and protection system has had adverse effects on tamariki Māori. 

This is what the Waitangi Tribunal Urgent Inquiry which is reconvening will hear from Grainne Moss, the chief executive of Oranga Tamariki - acknowledging - on  behalf of the Crown the failure of the system on Māori. 

The Ministry has been under intense scrutiny since the attempted uplift of a baby in the Hawkes Bay last year which led to a number of inquiries and reviews.
