New Zealand First leader Winston Peters says the way officials have applied immigration policy in the past has allowed for rorting of the system.
A change in approach by Immigration New Zealand in May made it harder for those in arranged marriages to get partnership visas.
That's led to a bust up between Labour and New Zealand First, who have retreated to party lines.
