A food safety expert says "The Collective" yoghurt company, Epicurean Dairy, was very lucky listeria didn't get into its products and onto supermarket shelves.
The company and two directors have been fined almost $500,000, for covering up positive tests for the bacteria over years.
Each time the Ministry for Primary Industries should have been alerted and production stopped.
