Councils' PR spend increases despite growing core services cost

Councils are spending a lot more on public relations at the same time as they are beset by escalating demands for essential services like water and roads. They say the communications are essential too - but critics say the extra resources are being used in some cases to block scrutiny, and to bore people. Phil Pennington reports.
