Former National Party cabinet minister Chester Borrows says a new Corrections strategy focused on Maori has the potential to be a game-changer.
Mr Borrows currently chairs the government's Safe and Effective Justice advisory group. He says the Hōkai Rangi strategy - which will ensure kaupapa Maori programmes in all prisons - is a good first step. He spoke to Susie Ferguson.
