New prisons not the answer - report

A report from the Prime Minister's chief science adviser has slammed the prison system - saying it's been driven by "tough on crime" dogma rather than data. And it says building new prisons is not the answer. It comes as the government is deciding whether to build a new 3000-bed prison in Waikeria in rural Waikato.
