Looking through the fog of an ongoing pandemic, Auckland Mayor Phil Goff has proposed a billion dollars to fight what he says will have a much greater impact than Covid.
His climate change-centred budget proposal would put more buses on the road, electrify ferries, and provide better walking and cycling routes.
But a catch: Aucklanders will have to pay even more in rates.
