Abuse in Care Inquiry hears about treatment of disabled man

The Abuse in Care Royal Commission of Inquiry has heard about the 40 year experience of an intellectually disabled patient in care, and the treatment he received. 

Paul Beale, who is 69, was first admitted as a patient at the Kimberley Centre, near Levin at the age of ten. 

He spent 44 years there. He functions at a very basic intellectual level.
