There were 1,456 teenage pregnancies recorded last year in Fiji including 19 girls who were at primary school and 28 who were at secondary school.
Shamima Ali said in some cases the girls were victims of incest.
"In our experience we find quite a few of these girls who are getting pregnant are getting pregnant from family members. When we did the National Survey on family violence in Fiji, about 16% of women surveyed said that they had their first sexual experience before the age of 15, so we have to start thinking at the prevention and we have to address the issue of incest."
