The World Bank is giving Samoa a loan of just over US$16 million dollars to extend the Samoa Aviation Investment Project.
The money is to go towards improved safety and security features for international air transport.
The World Bank's Transport specialist, Chris De Serio, said air transport was a lifeline for small island countries such as Samoa, connecting them to international markets, opening up employment opportunities and bringing in tourists.
