The founder and director of Animal Balance, Emma Clifford, who is currently on island to help with the Saipan Mayor's Office first-ever dogs' sterilization program, says 70 percent of the runaways should be sterilised.

The mayor's programme offers spaying and neutering services for free and Animal Balance plans to continue it for four years to sustain the momentum.
