In what's understood to be a first for Papua New Guinea, the parliamentary opposition has presented its policy agenda as the alternative government.
The policy priorities include growing the skills industry, modernising the public service, reforms in foreign relations, bolstering agriculture and sustainable livelihoods for PNG's mainly rural-based population.
Presenting the policy platform to parliament, the opposition leader Don Polye says the policies have been designed to absorb the impacts of the global recession, something he accuses the government of failing to do.
Mr Polye claims the Peter O'Neill-led government's economic planning has been exposed by abruptly falling global oil and commodity prices.
He also says corruption and kleptocracy have become rampant in PNG.
Peter O'Neill's government has prioritised infrastructure development and targetted service improvements in education as the basis for long-term economic growth.
