A spokesperson from the Vanuatu Nurses Association says nurses fear raising concerns about unpaid wages after receiving threats from the Ministry of Health.
The secretary of the Association, Teppie Fred, says the non-payment of wages and salaries to many nurses goes back more than a year.
Ms Fred says some of the nurses say they are being threatened with eviction because they have not been able to pay their rent.
She says although the Ministry of Health announced they would pay the nurses' outstanding wages in March, many nurses are complaining they still have not received anything.
We've been receiving threats from the Ministry and we even ended up with a lot of nurses being suspended just by raising concerns with regards to our issues here. So nurses are in fear.
