Australia's foreign minister says a new approach is needed to move Papua New Guinea forward after expressing concern on the country's apparent regression in some vital areas.

Julie Bishop says she is troubled by the fact that PNG has fallen from 77th place on the UN Human Development Index to 156th despite significant investment in aid.

She also says PNG is not expected to meet one of the Millenium Development Goals by 2015.

The Sydney Morning Herald reports the goals include indicators such as maternal health and infant mortality.
