Tonga's Director of Health, Dr Siale Akau'ola, says charges are possible after rusting cans of fish were given to victims of Cyclone Ian in the Ha'apai Islands.
Complaints from people in Ha'apai sparked an investigation by the Minister of Health which Dr Akau'ola says is still ongoing.
The National Emergency Management Office says 15,000 cans were distributed in the cyclone zone from the end of January until February the 5th.
Dr Akau'ola says the investigation has begun with a visit to the business which sold the cans to disaster officials.
"They found out that the warehouse where these cans were kept had a leaking roof and a lot of these canned fish were already damaged before they sold it to our relief people. So they have returned the damaged goods and refunded the money from that. But I think they have also warned people that if they come across a lot of those damaged tinned fish not to consume them."
Dr Akau'ola says their investigations are continuing and legal action is possible.
