The Northern Marianas only hospital is owed more than 36 million US dollars and if that money was paid the long time funding issues at the Commonwealth Health Center would be solved.
The money is due to the Center from ex-patients who have failed to pay their fees.
Last year the hospital started to charge substantially higher fees after failing to convince the government to increase funding to it.
