The Fiji Media Industry Development Authority says it will ask all communications professionals to be registered.
The Chairman, Ashwin Raj, says he hasn't finalised the policy, but says there are too many people and organisations outside its scope.
He disagrees that the media decree is a threat to journalists, despite the large fines and jail terms for breaching it.
He says journalists should know the laws of the country, including the new constitution, which allows for freedom of the press.
Mr Raj says he is concerned that foreign media groups hold workshops without any authorisation.
"You know it seems like the authority is acting like a rubber stamp and doesn't have a full presence in the work of media in the country. It's not simply about centralisation, it's about entering the protocol. This is not simply about a technocratic reform. This has got profound implications in terms of how we conduct ourselves as the media in this country."
Ashwin Raj did not name any particular foreign group holding media workshops in Fiji.
