The discovery of asylum-seekers in the Torres Strait at the weekend has prompted warnings in Australia that the so called Papua New Guinea Solution would only serve as a springboard for more arrivals.
The newspaper, The Australian, reports that two Somali men were caught planning to reach mainland Australia after reaching PNG from Indonesia.
They were noticed by locals employed by Australia's Immigration Department to monitor movement across the archipelago of islands above Cape York.
The Somalis have been sent to a Sydney detention facility, and are likely to be sent to Manus Island in PNG or Nauru.
Hours earlier, a Customs plane spotted another pair, a West Papuan and a PNG national, in a traditional canoe, 4km from PNG.
The Queensland Premier has warned that the PNG Solution would lead to PNG becoming a "jumping-off" point for those trying to reach Australia.
A spokesman for Campbell Newman said the latest incidents demonstrate the ease of passage into Queensland across the poorly policed Torres Strait.
