The acting director general of Fiji's Red Cross says he sees a need for better preparedness, following devastating flooding on the main island last month and in January.
The two floods killed 14 people and drove more than 18,000 into makeshift evacuation centres, mainly schools.
A state of natural disaster has been extended until the end of the month, with hundreds of people still in temporary accommodation and more than 30,000 on rations.
Christopher Ho says along with a counselling support network there's a need for better infrastructure in terms of preparedness and response.
"The need for warehouses or bigger evacuations centres which have the facilities rather than the use of schools. You know things like that for the future as well."
Christopher Ho says in Nadi alone, it's estimated that flooding completely submerged the homes of 17,000 people.
