The Public Safety Commissioner in the Northern Marianas, Ramon Mafnas, says he thinks drug users are involved in the recent killing of a bartender Emerita Relata Romero and the reported rape and attempted kidnapping of an Asian woman.
Mr Mafnas says he believes the suspects are drug users who couldn't control their behaviour, but he says there's no evidence the two cases are connected.
He says local police are working closely with the FBI in trying to solve the crimes.
