Call for referendum to decide separate leaders' election issue in American Samoa

The American Samoa Governor, Togiola Tulafono, says the voters should decide in a referendum how the governor and lieutenant governor should be elected.

Togiola says it was the voters who decided that the two top leaders in government be elected as a team and if any change is to be made, they must decide.

A bill is being introduced that calls for the governor and his deputy to be elected separately.

Togiola says such a change could only be decided by a referendum.

He explained that a joint resolution must be passed and the issue could then be put on the ballot at the next election.
