Oceania rugby bosses have converged in Wellington for the Federation of Oceania Rugby Unions Annual General Meeting.
Among the topics up for discussion are how to progress third and second tier nations, such as Vanuatu and the Cook Islands, and ensure they have access to high quality matches.
The FORU President, Harry Schuster, says funding tournaments and travel is always a challenge and that too is something being debated.
"The bulk of the issues that face us is funding. It's very hard to organise competitions on our side of the world because we're so spread over a vast ocean and travelling by air, using different airlines, it's very expensive so, not withstanding that barrier, we still have to organise competitions."
Harry Schuster says with it being a World Cup year it's important for FORU countries sich as Fiji, Samoa and Tonga to do well and produce strong performances at the tournament.
