American Samoa plastic bag edict sparks complaints

Consumers in American Samoa have lodged complaints with governor Togiola Tulafono over being charged by some stores for paper bags to carry their purchases in.

The need for paper bags follows a ban on the use of plastic bags in the territory from the end of last month.

One store told a complaining customer that they had no choice but to charge people 10 cents per paper bag because of the government ban.
