The Cook Islands state owned enterprises minister, Mark Brown, says he won't be able to open the books of Telecom Cook Islands as he'd planned.
Mr Brown has told Cook Islands News the government is bound by confidentiality clauses in its joint venture agreement with Telecom New Zealand - the majority owner of the utility.
But Mr Brown has met with the Telecom NZ representatives on the board and says he was able to share his government's views on the telecommunications industry.
He says in particular it's the government's desire for more effective broadband internet access to be delivered to all of its customers.
Mr Brown says the board also shares this intention but how it's done will require a thorough analysis of the market.
