The American Samoa Governor's Economic Advisory Council believes the public and private sector should continue to look at effective measures to keep costs down.
Governor Togiola Tulafono has already implemented a freeze on hiring and travel.
And there are plans to impose next month either a reduction of workdays or working hours if the financial situation does not improve.
The co-chair of the Council, David Robinson, says its important to continually look for ways to operate in a more cost effective manner and having identified those areas to act quickly to put measures in place.
