A lawyer acting for the former Fiji prime minister, Mahendra Chaudhry, says there's no foundation to the charges he's facing.
Mr Chaudhry was taken into police custody on Friday for organising a meeting with sugarcane farmers without a permit.
He's been charged with breaching the country's public emergency regulations.
Peter Williams QC says it's illegal for three of more people to stage a public meeting without the consent of the minister.
"It is not what happened, in his capacity as Secretary of the National Farmers union, he was travelling to Rakiraki to survey farms in the district with a view to making claims."
Peter Williams says he expects his client to remain on bail after reappearing in court tomorrow.
