The New Zealand government has made no comment on Fiji's decision to put forward a senior military figure as its representative to New Zealand.
The two countries agreed two weeks ago to send representatives to each other's capitals to improve diplomatic relations.
Lieutenant Colonel Neumi Leweni, Fiji's Permanent Secretary for Information, has been named for the post of counsellor at the High Commission in Wellington.
But Colonel Jone Baledrokadroka, a former commander who was once a close associate of Commodore Frank Bainimarama, says the nominee will act as a spy in New Zealand.
"I know the man very well. He was a drummer when I was Land forces Commander back in Fiji. So his career is clear. Obviously he'll be reporting back to Suva on everything - like matters pertaining to trade."
Jone Baledrokadroka says Fiji is playing political games with New Zealand, in order to gauge its reaction.
