The church minister at the centre of an alleged immigration scam involving people from Fiji who want residency in New Zealand says he is not offering places under the Pacific Access Category or charging people money.

Kauapi Salanoa says he is helping more than 200 people whose immigration applications were filed months ago.

On Thursday, New Zealand's Immigration Minister Jonathan Coleman said the alleged scam involves offers of residency permits under the Pacific Access Category.

Mr Salanoa says he is only trying to help people who want to live in New Zealand.

"The papers have been sitting there and I have been waiting for six or eight months but nothing has happened. I am trying to help them. I'm not trying to do more. I have no power to give out the paper."

Kauapi Salanoa says while he does not ask people for money, he might get 10 or 20 dollars if he helps them get residency.
