There are claims that two Samoan villages are set to defy the road switch due next month when motorists will start driving on the left.
The action group People Against Switching Sides says at least two villages have decided not to allow any cars through their town unless they are driving on the right as they do now.
A group member says this is a recipe for total chaos.
The group has lodged a legal challenge against the way the switch, with a ruling expected next week.
Parliament approved the switch last year despite massive demonstrations against the change.
