Samoa's Division of immigration has confirmed the 29-year-old woman who gave birth on a flight from Apia to Auckland is one of the Regional Seasonal Scheme workers.
Police are investigating if the baby was abandoned after the birth.
The ministry's assistant chief executive officer, Fata Uili Kapeteni, says the woman was due to start picking kiwifruit.
The assistant CEO says the incident will result in a more careful screening of woman applicants in the future, with stricter guidelines and measures to be followed.
However Fata says this is the sole responsibility of the New Zealand Immigration branch in Apia, which deals with all visa applications, to consider a medical examination for a female applicant .
