The Marianas Visitors Authority says Rota island had more tourists last month while numbers were down on Saipan and Tinian for the same year-on-year period.
Rota saw 16 percent more Japanese tourists for the month, contributing to a seven percent increase for the year over 2007.
Tinian's December figures were 40 percent down on the previous December, while Saipan saw a drop of five percent in the same period.
