A federal judge in Guam has taken solid waste operations away from the local government and placed it under the authority of a court-appointed receiver from Virginia.
The District Court of Guam Chief Judge cited a lack of cooperation between local politicians and a Guam government paralysed by an institutional and systemic quagmire as reasons to place the Department of Public Works Solid Waste Management Division in receivership.
A solid waste management consulting firm, Gershman, Brickner and Bratton, has been given full authority by the court to take over local efforts to close Ordot dump and build a new landfill in Dandan.
