The "no" vote to greater self determination in Tokelau's referendum has left many surprised by the outcome.
Only 64.4 per cent voted in favour of self government in free association with New Zealand and a two thirds majority of 66.6 per cent was needed
But the Ulu, or leader of Tokelau, Kuresa Nasau, is very sure why the proposal was not accepted by the required numbers.
He says it was the influence of the community in New Zealand.
"I mean I had this information way before the referendum and I couldn't believe the result would be that close. I mean I'm not disappointed I'm just shocked and surprised, that's all."
