Samoa's government has told the FBI it won't extradite two Samoans accused of being involved in illegal adoption processes.
FBI agents are currently in Samoa as part of their inquiries into a possible adoption scam.
Julie Tuiletufuga and Tagaloa Ieti have been issued with an arrest warrant on charges of smuggling babies to the United States and money laundering.
But the Head of Immigration, Auseuga'efa Va'asatia, says ongoing police investigations into the alleged scandal are still being carried out.
If charges are brought, the two will stand trial in Samoa.
The two accused had been working for the US Focus on Children adoption agency, which has been accused of coercing parents into giving up their children who were then adopted out as orphans.
