The Cook Islands road safety council wants speed levels cut, breathalysers introduced and the compulsory use of motorcycle helmets to lower the road death toll.
The council chairman, Don Silk, says for the past several years the numbers of accidents has been rising, with seven deaths in the last 12 months.
He says there are more vehicles on the road and lax rules governing vehicle use.
Mr Silk says a select committee is meant to have been established to look at proposed amendments to the Transport Act, but it is yet to meet.
He says his council has definite ideas of what they want to see in place.
"Our submission to the select committee whenever they meet will be to introduce breathalysers - at the moment the police are not authorised to use breathalysers. We want the speed limit reduced from 60 to 50. We want the compulsory wearing of crash helmets - at present the law reads you only wear a crash helmet if you are exceeding 40 kilometres per hour, well that has proved impossible to enforce."
