The Fiji police now say the military will hand over to police those allegedly involved in the fatal beating of two civilians earlier this year.
Nimilote Verebasaga and Sakiusa Rabaka died in separate incidents after being seized by the military.
The acting police commissioner, Romanu Tikotikoca, says he has been told by military that they will allow the police to question them.
The military's spokesman has told the Fiji Times that the board of inquiry would decide when it would release its findings to the police.
Mr Tikotikoca says investigations will get under way as soon as the soldiers are made available.
There have been calls for human rights violations to stop.
