An academic at the University of the South Pacific, Dr Steven Ratuva, has called for a set of specific goals on any roadmap for a return to democracy in Fiji.

The interim Prime Minister and Military Commander, Frank Bainimarama, says it will be three years before elections can be held.

However, the international community and a Forum report on the coup last December call for a return to democracy within two years.

Dr Ratuva of the USP Institute of Development and Governance, says there needs to be clear milestones to mark progress on events such as conducting a census and reviewing electoral boundaries:

"When do we start, specifically what date do we start, what date do we finish just to make sure, so that we have something in minds something more specific as a guide for the future."

Dr Steven Ratuva says many are concerned that if they rush into elections there will no be time to ensure that a sutainable system has been set up and any mistakes of the past maybe repeated
