Tonga's pro-democracy movement says it plans to hold its first meeting since the state of emergency was declared in November follwoing the riots in Nuku'alofa.
This comes as another extension of the emergency provisions are imminent which would uphold the ban on any such gathering.
The movement's leader, Akilisi Pohiva, says meetimgs are needed to pass the movement's programme on to the public.
"We'll call a meeting of the executives and we may invite representatives from others irrespective of the fact that the government doesn't allow any meetings of more than four members. We will do that."
Akilisi Pohiva says he believes the emergency provisions are being extended because the government leaders don't feel safe.
