The owner of the Magic Circus of Samoa, Tupai Bruno Royale, has confirmed a claim by Samoa's prime minister, Tuilaepa Sailele, that his group was charged 40 US dollar a person permits to enter American Samoa.

Tupai says an agent was sent in advance to take care of logistical arrangements for the circus' next tour of Pago Pago.

The agent had a meeting with Attorney General Sialega Malaetasi Togafau last month.

According to Tupai, the AG's Office had guaranteed by email that the Circus group would be charged a total of 300 dollars for 30 people.

But Sialega reportedly told the agent that the Circus makes a lot of money in American Samoa and therefore he was rescinding the offer to charge each person 40 dollars instead.
