Saipan's Commonwealth Utilities Corporation says the government's goal of producing five per cent of energy requirements from renewable sources by 2007 is simply not feasible.
The CUC's deputy executive director for operations, Patrick Leon Guerrero, says the requirement will involve a lengthy environmental impact assessment and will cost money the utility does not have.
The Corporation plans to request an extension of time to reach the five per cent threshold.
The law establishing the five per cent mark also requires that 50 per cent of the Corporation's energy requirements come from renewable resources by the year 2030.
Any electric utility that fails to meet the goals set down faces a fine of $1,000 for each day it fails to meet the target date and figure.
