The Solomon Islands Minister of Agriculture and Marine Resources, Mathias Taro, has not yet signed the proposed ban on dolphin exports.
The Solomon Islands Broadcasting Corporation reports that this is because the decision to impose the ban is being challenged in court.
Mr Taro says that's why he didn't gazette the ban despite there being an agreement signed between the government and the exporters involved.
He says he's instructed the Office of the Prime Minister to call Caucus to discuss the issue, and also speak to NGOs and others who believe that dolphins should not be exported for further consultations, before cabinet decides on the matter.
Mr Taro says if the export of dolphins from Solomon Islands is for education and tourism purposes, then they should be allowed to export the mammals.
