The President of Kiribati, Anote Tong, says the country's leaders have to take a lead in combatting the spread of HIV/Aids.
Mr Tong says the incidence of the disease, which has been brought to Kiribati by returning seamen, is probably higher than the figures show.
He says there is a difficulty getting people to undergo tests and there's some debate in Kiribati on the merits of the international view that individual rights should be respected.
And Mr Tong outlines some of the stronger measures he would like to see taken.
"I think we should encourage our people to voluntarily take tests so we can better assess the situation. One possibility is to actually offer incentives so that people come and be tested. Maybe, an option is to have all parliamentarians tested first, the leaders, then hopefully the public will come."
