The Parent Teacher Association at the national college of the Cook Islands says it's doing the work of government in trying to raise cash to buy equipment.
The Cook Islands News reports Tereora Collage is appealing for US$68,000, which is estimated to be one per cent of the funding for the proposed new national parliament building.
The chairman of the Parent Teacher Association, Gus Meyer, says the school is being forced to raise money through repeated raffle competitions.
Mr Meyer says the resources ought to be supplied by the government, and that this is unfair because parents are already paying income tax and Valued Added Tax.
He says the school need a relatively small sums to cover the costs of basic items.
The government was not immediately available for comment.
