American Samoan senate president urges spending refocus

The American Samoan Senate President, Lolo Letalu Moliga, is urging changes in the way the government compiles its fiscal year budget.

He says during review of the fiscal year 2006 budget, several directors complained that the Budget Office made cuts to their funding requests without any consultation.

Lolo said the budget is top heavy with salaries and not enough money for public services.

"If you are really looking into the process, all we are doing is satisfying the personnel.. we make cuts in every area just to meet the personnel costs. As far as money to serve the people, nothing in there."
